The higher the brightness rating, the whiter the paper will appear. 
ISO Brightness-
ISO brightness refers to the brightness of the paper as it would be perceived in an environment that is illuminated with a mixture  of cool white fluorescence and some unfiltered daylight. The flourescence in the paper will be stimulated more using the ISO standard vs the tappi.  
Tappi scale-
The brightness as it would be perceived in an environment that is illuminated with a mixture of wool-white fluorescence and some filtered daylight. The ultra violet component makes it the lowest of any standard. TAPPI will provide the lowest number of any of the scales. its numbers rarely exceed 100%.
